I'm not sure you can actually arrest someone for being a drug addict -- I think you actually have to see the use or possession or whatever. Plus, Fraser is way freakishly supportive of people who turning their life around! I think drug use might be one of the times where he gives a serious talk that makes you feel guilty and want to be a better person, instead of arresting you. Like in They Shoot Horses, Don't They? when the lady is going to kidnap her kids and flee social services.
